Résumé:
Water, planning, sustainable management: elements which represent the equation of development of the arid region. Considering the climatic characteristics, water situation, and the agricultural development incarnated by numerous agricultural activities of the study area, Control of water resources through the preparation and competences of sustainable management get strategy of the Government in the field which forms the essence of economic revival in economies of many countries in the world. Elements of the natural zone of the study field are characterized by (vulnerability and sensibility).At the same time; they represent obstacles to the availability of water resources. From the climatic side, climate plays a great role in influencing the situation
with Piezometric level of the underground level and the decrease of the surface level, mainly the one exposed to evaporation and the growing arrogation in the region. In addition to that, it has a great role in influencing the resistance of the soil and its tenacity and disintegration. Through analysis of the climatic data based on precipitation, heat, evaporation, sunbathing, and wind , the study reveals that the region is of an arid climate characterized by scarcity of rain downfall and increase of heat; therefore, it gets arid and
inevitability of arrogation increases. With a belief in the idea of planning, sustainable management and an agricultural revolution in the region, we raise this question: Are available natural resources able to cope with the agricultural lift-off and requirements of the incarnated revolution in the
region? Are they able to meet balance between sectors? Data recorded from the agricultural sector since 1983, when the state began to restructure the agricultural sector in the law on the ownership of real estate, under the
incentive program. Contribute to the promotion of farmers in the region.This will contribute to the development of Algerian non-hydrocarbon exports, the most important of which are dates, early vegetables, seasonal vegetables and legumes, likely to contribute to and strengthen the national economy
