Algeria has implemented several policies since independence in order to trigger
agricultural and rural development, but all these attempts have not achieved the expected results, both in agricultural development, or rural development, in the agricultural sector ,sectoral policies have been hampered by mismanagement in certain periods, and other periods of funding deficits, Liberalize the sector and leave the initiative to private investors and farmers. In all these attempts to develop the agricultural sector, rural areas have suffered from marginalization and underdevelopment, and all policies targeting these areas have not been able to trigger rural development, due to several reasons, the most important of which is the abandonment of the role of local authorities. In our study on agricultural and rural development in the two wilayas (Constantine and Mila), the local authorities (municipal and state) did not go beyond their role of contributing to the rural development processes at the level of the communes of the two wilayas, to the period 2009-2014; of total operations and investments 5.92%, in rural development projects during the period mentioned, which negatively affected the rural development mechanisms, which remained fluctuating between the inability to execute the projects on the one hand, and the role and the limited effectiveness of local authorities on the other hand.
