Résumé:
University libraries constitute an entity that is closely linked to society , they are one of the
means that assure its continuity , its dynamism and its development .They play a central role in the
university thanks to their positive contribution in achieving the university objectives through the
pedagogical and scientific process and also in serving society by means of the provision of library
resources and supports requiring the promotion of information services which constitutes a real
challenge and a significant aspect characterizing the library of the 21century.
The success of the university library in assuming these tasks and missions according To the
established objectives that assure its progress is bound to the availability of qualified human
resources on the level of quantity , competence and behavior.
This study is an attempt to investigate in finding out how to push university library staff to be
able to contribute to the accomplishment of a satisfactory promotion of information Services through
our awareness of the importance of evaluating human resources in a global Way taking into account
all the principal tasks used in their management.
Our chapters highlight information about university libraries ,their fundamental tasks About
information services and their types , in addition to the factors that have an Impact on their provision
.Our research deals also with some concepts related to human resources and their management in
university libraries , the different categories of personnel working in these Functions have been evaluated globally covering management planning , recruiting procedures Training programs for skill
development and evaluation of the performance system used there Our study portrays marketing
information services , their objectives , their benefits and the factors that influence them in addition to a
strategy of promoting information services in university libraries with their marketing scheme.
Our study is supported by a survey led in Ahmed Aroua Library at the university Emir
Abdelkader for Islamic Studies in Constantine , This survey concerns library staffs and Users . we
have been able to gather fruitful data related to our subject that we have analyzed .We arrived at
a conclusion that confirms the Importance of evaluating human resources in university libraries
through a global assessment concerning all the principal tasks used to administer the personnel. Not
only does this evaluation confirm its contribution in attaining the Workers` qualification in terms of
number, competence and behaviour but it also shows the role Of competence in assuring the task of
marketing the information services.
To collect data , we have used two questionnaires , one administered to the library staffs and
the other to the library users applying the descriptive and analytical approach.
In the end , our study confirms that assessing the university libraries` human resources has a
key role in the success of promoting the information services Through its contribution in achieving the
workers` performance in terms of quantity , efficiency And behaviour .
