Due to its strategic geographical location and rich historical background, the « capital city » of Mila is considered the hub or the throbbing heart of the province (Wilayah). This latter, just like the rest of the Algerian provinces (Wilayahs), has recently witnessed a rapid demographic growth along with a massive rural migration towards the city centre as a result of administrative promotion. This was accompanied by uncontrollable urban growth, bad planning and managemet inefficiency, as well as random expansion of the city at the expense of agricultural lands. Therefore, the urban face of the city was distorted and the land was further exploited for many different purposes. In addition, many housing projects and public amenities were realized. However, in the absence of a serious and effective policy in urbanism, the number of chaotic buildings has increased considerably which led to the distortion of the exterior view of the city. We have also noticed a deficiency in (the use of) the essential public facilities which reflect real urban life, with the modern sense of the word, such as health and sports centres, educational and cultural establishments, green spaces,...etc, which are vital for urban life. Thus, in the light of all what was said and in brief, the primary aim of this study was to analyze and evaluate the different uses of the city land. This was achieved through determining the deficiencies so as to make some suggestions which may help in finding well-planned and reliable methods or procedures which, hopefully, can be used as a starting point for a more serious urban planning in the future, which respond to the needs of the citizens and the society as a whole. |
