The success of the local development projects associated with the partnership in Algeria
requires real dynamic between the different partners and the local economic actors, if the is
courage to adopt an actual local development decision, the experience of partnership in the
project to support social and local development in north-eastern Algeria (PADSEL-NEA) is
a unique experiment in the development of local social and economic development.
- Contribution and involvement of the local efforts and capacities in planning, fulfillment
and evaluation of agricultural and rural development policies in mountain areas and
improving the capacity of actors in the field.
- The establishment of a network for the exchange of experiences in order to develop the
level of mutual knowledge capacity among local actors.
- Coordination and coherence between various sectoral program policies, joint development
programs and local development plans (PCD-PSD) through logical approaches to counter
the weakness of regional natural materials, through deliberate development plans (local
development plan), taking into account the rational distribution of investments to different
fields according to the diversity of local goods.
-Tangible and effective coordination between local actors and the implementation of local
development projects so that the projects are specific and clear by drawing up an economic
vision for the region (long-term programming) that can be the most effective guarantee for
the development programs that are established and to adopt organizational decisions,
mechanisms and approaches.
-The economic activities carried out in the field of study are minimal because of the difficult
terrain, the isolation, the legal nature of the land, the poor agricultural techniques used and
the weak packaging of water resources aimed at increasing production, causing dysfunction
of the retinal marketing network.
-Most of the development programs did not see the light of day or ended with the recording
of a few positive results, the lack of continuity and sustainability of projects carried out
under the partnership program despite the activation of sustainability through the centers of
local initiatives and development of work (CILDE).
-Local governance requires the effective participation of various actors (local government)
and the regulation of local practices through the activation and exploitation of the natural,
economic, environmental resources available locally and unexploited (snails, quarries,
minerals, plastic conversion and mountain tourism)
-The covalent approach of the population and the municipality in accomplishing the
partnership projects succeeded to some extent in changing and developing the habits of the
rural population. |
