Abstract

In the light of the profound changes and global developments that affects several fields, we find that the local development as a concept has evolved and took a new vision in line with the current situation, where this development is no longer limited to the economic side only but has affected all of the social, cultural, environmental and urban ones, and this is what led to the emergence of new local actors, as the role of the country in the context of decentralization retreated, yet the role of the local groups increased, also the involvement of civil society, associations and private actors became so clear at the local level, which was proved by the Field Study of the local development reality in Constantine on the one hand . On the other hand, we found that this state has several natural and human qualifications that enable it to achieve a successful local development, but it suffers from a poor territorial governance and have some problems that negatively reflected on its regional field and caused the obstruction of the development process, perhaps the regional disparities between its municipalities can be considered as the most important one; as a result we propose the establishment of a development plan aimed at the restructuring of the regional area of Constantine and try to create a kind of balance in line with the requirements of each municipality with the adoption of the population projections of logical prospects for the local development of this state.
