Abstract

The action of local development in the town of Ain Melouk to go through issues of identifying skills and interests, knowledge needs, the management of temporal and spatial discontinuities, the rational and efficient use of resources and potential , which implies the acquisition of new know-how; This leads to a first overall recommendation in terms of local governance: The successful partnership between local actors and their territory, go through the necessary experimental phase, in the form of learning that has been experienced by the project to support local socio-economic development in the North East of Algeria (PADSEL -NEA) project Algerian-European cooperation. The objective of this first experiment lay in the realization of priority objectives: Create links to a live exchange of knowledge development and mutual recognition of local actors; Establish effective cooperation between players on specific actions, and draw a limited economic perspective (by programming in the medium and long term) for the territory that can be a guarantor of the coherence of development activities undertaken; Focus on the territory mean coherence of sectoral policies and programs; modes and how this coordination may vary and must win against crop and strong logic. Continuity, sustainability and coordination will be ensured through the center of local initiatives and development of solidarity job (CILDES); The path to a reliable local development through the development of an economic partnership between public and private sectors to co-build the country; The search for an efficient local governance deserves that we should continue the reflection on the forms of stakeholder involvement in the territory. The formation of communities with skills and resources is clearly determined to encourage the expression of a plurality of territorial interests.
