Résumé:
"During 16th Century, High Sea was directed by freedom norms and
because of their particularities, they were considered as an international
Common good that none can own, seizer or possess it.
These areas contain a large Varity of biological plants and animals, which are
threatened by human activities especially with the increase of the business end
industry of fishing that leads countries to use differents ways even bad to
complete each other.
So, many negative impacts influenced living marine resources and cause
the pollution of marine’s environments, and diminishes the sustainability and the
development of living beings.
For all, and in the absence of international organized laws, international
community decides to abolish the chaotic situation and sells some kind of order
by using speech acts, bilateral or collective agreements protect living marine
biological resources.
The lack of rules and regulation anvils international units represented by
UN and its agencies to establish a legal institution concerned by the protection
of living resources in the high sea ,and the way to achieve sustainable
development for both present and future generation."
