Abstract:
The recognition of the role of information technology and their
importance in the different fields of national development , in addition to
the awareness about the real and increasing emergence of the
information society have pushed the managers and the authorities to be
convinced about the necessity of change and of adaptation to progress
achieved thanks to information and communication technology and to
their contribution to the development .This is , in fact , the point that we
wanted to deal with and that we have treated through five chapters
.After having portrayed the methodological frame of our study , in the first
chapter ,we have defined , in the second chapter , the concept of
information technology according to various points of view . In the third
chapter, we have covered general aspects related to development. To
highlight the role of information technology in development, we have
reserved the fourth chapter to the different dimensions of development
related to these technologies. The fifth and last chapter has dealt with our
survey with all its results.
We have concluded that information technologies are, on the one
hand, a social, economic, political, cultural, safety and geo-strategic
challenge, and efficient instrument to assure the achievement of
development in this new era .Information technologies constitute a
principal way to integrate the information society, but this cannot be
accomplished without a national information policy.
Our present study is an attempt to put a consistent framework in
the hands of researchers and managers who should make efforts to
reduce the gap between the countries of the north and those of the
south through a complex three degrees equation: development,
democracy, globalisation .This can lead us to believe that information
technologies constitute a crown on the head of the rich that only the
poor can observe.
