The mission of the United Nations Security Council is to maintain
international peace and security, as it implements the rules of international humanitarian law to protect human rights during international and noninternational armed conflicts. This is based on the powers entrusted to him under the Charter of the United Nations and international humanitarian principles. In order to ensure respect and application of these rules, the Security Council issued resolutions to activate international criminal sanctions. The Security Council has implemented the rules of international humanitarian law through its establishment of temporary international criminal tribunals in Yugoslavia and Rwanda, but in the event the Security Council is unable to refer criminal cases to the International Criminal Court, it can establish a special criminal court to use this system to Escaping from the banishment .This type of court could be a solution or alternative in the future in cases in which the Security Council was unable to refer crimes to the International Criminal Court. The latter, which has a relationship with the Security Council, has a relationship of cooperation in various forms, as previously mentioned, which constitutes the judicial mechanism that was the subject of our study, and which would support the work of the Court, and thus establish permanent international criminal justice and devote its effectiveness in the field of preventing impunity, to conclude to us, That no matter how varied the mechanisms of the Security Council are in the field of implementing the rules of international humanitarian law, their success will only be achieved through the Council abandoning its selective policy in dealing with the situation, and the future will be the judge of its work, especially in the field of judicial mechanisms due to the novelty of experience.
