Since independence, Algeria seeks to meet local needs of the rural population. It worked to find local and rural programs that contribute to the dynamic of the field and to put an end to immigration and to stabilize the population. However, these objectives have been realized only recently where the rural area has been dynamic and animated by new agricultural integrated policies aimed at achieving the economic and the social development, as they include all the activities related directly or indirectly with agriculture, and which contributed to increasing and improving the quality of production by the support devoted to various branches of agriculture, in addition of improving
the living conditions of the rural population by these programs aimed at ending the isolation by providing different infrastructures and creating new jobs permanents and temporaries. As well, these programs of local development have contributed, despite the diversity of
theirs objectives, to promote and develop this area, starting with public equipment programs aimed at meeting the economic and social needs of the population, then passing through the various programs supporting economic reforms which came to complete the course of
development, end poverty, eliminate unemployment and accelerate the pace of development in achievements in the health field, water resources, rural development and basic infrastructures.
Although the development programs were different from the purpose and importance and even the financial envelopes affected for them, and the actors involved to theme, the integrated character of these programs has contributed to the development of the rural area and get it out, even if it was partially; from its isolation that lasted decades.
And the regional differences on the other hand, where these imbalances are clearly manifested in the mandate of Oum El Bouaghi, because of the existence of marginal poor municipalities such Ain Zitoune trees and others balanced Ain Babouche and other rich municipalities such Ain Fakroune. |
