dc.description.abstract Public authorities ensured the organization of urban activity in order to preserve an architectural environment that meets international standards in this area by transcribing any construction operation, conditioning the early issuance of permits from the competent authority and imposing punishment for offenders. But this public policy has run up against the reality of the chaotic and unorganized urbanism that characterizes Algerian cities. In 2008, the public authorities tried to put an end to illegal constructions and to recover the general aesthetic character of cities, and that was embodied in the law of conformity n ° 08-15 which guarantees firm rules in order to prevent any deterioration of the urban tissue and take charge of the unfinished buildings. It was thought to give building owners a second chance to settle their situations and have the urban deed proper to any construction in order to integrate it into the urban environment and give individuals, to do so, a number of legal guarantees allowing them to face the decisions of the administration refusing to settle their situation.
