Abstract

Academic libraries coexist in her traditional manner today many challenges and stakes among a digital environment so that is at a loss between the two is difficult to reconcile them: -How to maintain its position in light of the intence competition for a digital and virtual libraries tempting to provide many services and information and the enormous capacities of it. - Ensure the management of rights related to digital works to ensure a balance between the three parties concerned : The authors,publishers and beneficiaries especially the later category who they led sensitive to their rights,sensitive to their needs,implementing to their desires to achieve the principle of the free access of information in it.Were libraries in light of the classical environment did not find problems to balance between the managem-ent of intellectual property rights on variuos information resources which they owned and the rights of beneficiaries to ensure the leading role in satisfaying these parties. However,the good relations that prevailed between libraries ,authors,and publishers durig the paper period today started shaking and changed in a negative form especially which consern the permition for libraries to own the digital support and copies of it,because of the listed methods to provide the digital resources by the publishers and the imposition of the duties on its circulation. This means that libraries must open an additional costs for publishers if they want to maintain these resources within their collections to be placed permanently at the disposal of the beneficiaries especially in light of own version abolition of the digital work which was an extraordinary privilege enjoyed by the laws of copyright protection and related rights. This study came to shed light on:The reflection of digital environment on traditional libraries especially academic ones,the auther right, the importance of the technological and legislative formation to their specialists,and the most issues raised by the own version abolition,with a focus on legislation of digital litrary work in libraries from the author to the beneficiary especially these two rights: Loan and reproduction. The study treated also the most important universal and arabic initiatives to support the free access of information, highliting the importance of the professional libraries associatios role and information centers in order to respect the beneficiary rights under the limitations of electronic access
