The countries of the Mediterranean region seek to establish cooperation and partnership relations batween them , especially between the northern and southern banks of the region, in various fields, including the field of protecting human rights and fundamental freedoms, which has become occupying a space of great importance, especially in the current circumstances and the orientation is towards knowing and protecting different Cultures, demanding access to fundamental rights and freedoms, and applying the principles of democracy, and directing countries , international organizations and units of the the international community towards the necessity of protecting human rights at the various international, regional, and national levels, because ensuring and protecting the human right does not require international cooperation in accordance with the principles of law The international community not only exists by joining international covenants and agreements and regional treaties, but also requires the countries of the region to enter into exchanges and partnerships known as the Euro-Mediterranean partnership, which would contribute to the advancement and advancement of Mediterranean countries in various fields, including the humanitarian field. Through cooperation and exchange in establishing plural partenarships that aim to reduce the negative , repercussions of the crises of the countries of the region, especially the least developed ones, or the countries that suffer from fundamental problems and internal wars, and to move towards the advancement of the supervisory aspect of the Mediterranean countries that guarantee human rights, whether through adopting the content of international conventions in national legislation, or by concluding agreements binding on the countries of the region by establishing internal mechanisms and mechanisms based on protecting human rights from any violations of it and working in conjunction with the internationale side, especially the United Nations, and here it is necessary to specifically,the national mechanisms that ensure the guarantee of constitutionally differ from one state to another, but in most of them they denote officiel and unofficial mechanisms and mechanisms of a special nature (parliament, judiciary, Ombudsman committees, diplomatic protection, NGOs, civil society, media and the press, national institutions), which are effective institute active at the national level to protect the human right For the individual and to give him the opportunity to live in dignity and enjoy his natural and acquired individual and collective rights, therefore all the Mediterranean countries with their various governmental and institutions The government, non-governmental, judicial, quasi-judicial, institutions,work together in parallel with various international and regional bodies to advance the field of human rights and ensure its protection against various violations against it in the light of the conditions of the Mediterranean countries ,and their characteristics and their peculiarities for each bank, The disparity between north and south remains one of the most important obstacles facing it.
