Abstract

Nowadays ,our world is facing several serious changes ,which are obliging the MAGHREB countries to revise again in the course of development ,where it became impossible to achieve state requirements development with just individual efforts. with out resort to other countries for the exchange and sharing of common benefits , so; these successive global changes have some risks and which can’t be solved individually .,but the cooperation between will reduce these risks , and the MAGHREB countries , like other countries seeking for the integration into the global economy and not to stay in isolation from world economic developments, and this came by signing some conventions, most important of these conventions is the European – Mediterranean partnership. The partnership agreement between the EU and the MAGHREB countries is not far in substance from the liberal choice which is contrling the economic relations and international trade, current, and it is based in many of its provisions to the provisions contained which mentioned in the General Agreement on Tariffs and Trade of establishing the WTO , but it gives EU additional privileges beyond those that can be granted by the MAGHREB countries to the rest of the members of the WTO and that comes through the cancellations of customs duties on imports from the EU when you create a free trade area.
